If we're gonna throw DBZ in as a "Cartoon" and not as anime, then that should open up all anime. Which means that the correct answer is Cowboy Bebop for action shows, and Monster for drama.

Comedy is much harder: South Park, Simpsons, and right now Archer have got to be considered.

Also, as for classic toons, you gotta give a little love to Scooby Doo, and shame on you people for not doing so earlier.
