I could be wrong but I don't think he's ever specifically said that. They just know how much time these 2 seasons have taken them and it's not realistic to continue on. They were originally going to do like 6 seasons of this, I think, but that would essentially suck up the rest of their professional careers and at some point you'd like to do something else.

It was a stone faced CGI Luke doing Jedi stuff, which bores me
I think this is what they showed at that Disney even last year, but all that was available of it was footage someone shot with their phone.

I don't think so. With that latest video I posted, it seems like the stormtrooper armor without the helmet is standard attire for some Imperial soldiers.

I would LOVE for it to be stormtroopers without helmets. Showing the Empire as real people who just bought into scare tactics and are true believers or as people with no other option would be legit. A show about a squad of imperials would be right in my wheelhouse.
But Disney doesn’t have the balls or creativity for such things.
So they’re probably just some new type of imperial soldier people can buy toys of next.

That’s not what happened in the scene you referenced. The guy insulted Vader so Vader choked him, it had nothing to do with coercive recruiting tactics. You never know what you’re talking about.
