I took it as Luthen using his persona to get information about high ups in the empire. Then, the guy bumping into him was just an example of how this guy is messing things up for he rebellion and needs to be dealt with.

This. Also he mentioned his mother was Ghorman so they may be setting him up to inform Mothma and Luthen about the upcoming events on Ghorman.

Good catch. Given how much thought seems to have gone into this show, I suspect what that guy was saying will become relevant later on. They rarely miss a chance to add to the story, and it was a perfect spot to do so. I need to go rewatch that, and see exactly what they were saying.
And yeah, I think the main point is that ol' boy is wasted again. We're told by hubby that he got too drunk and needed a ride day one, now he's staggering around again day 2. And this time in front of Luthen, who knows exactly how dangerous that could be.
It sounded like the Ghormans were a bit "racist", as he wasn't pure blood and thus out of the circle over there. Maybe a hint on how Dedra Meero will work her staged "rebellion", in order to facilitate the societal collapse and allow for the mining. Stage some riots, and the Empire will need to step in and assume control "for safety and security"...

As much as we love to hate Syril, I think the audience 100% has sympathy for him, when it comes to what his mother does to him and how it has fricked him up. He's an uptight little dickhead, but she made him that way.
And Dedra sees that, and despite how cold and ruthless she herself is, Dedra sees that she can attempt to "fix" that.
BTW, did anyone else think "hey, she's actually pretty" when they show Dedra picking out clothes for the dinner, and she smiles in the mirror? She flashed that smile and looked attractive. It's a testament to how well the actress is using Resting Bitch Face most of the time.
I'm kinda wondering if Syril will end up flipping by the end of the series. He doesn't seem evil or even particularly callous, just super OCD and trying hard to 'do the right thing' and to be something other than a failure. He wanted justice for the death of the cop, didn't want Andor to get away with murder. Just didn't see the bigger picture, and how by pushing the issue he made things a lot worse.
Now that he's with Dedra, I could see him stumble onto what she's doing with the Ghormans, and again try to do the right thing, this time fricking Dedra over. And that wouldn't work out well for him; but maybe he's gonna figure that nothing ever works out well anyway, might as well do something good for once.

That never crossed my mind, but I guess I could see that. I think the more probable outcome for him is sacrificing himself to save her.

He just can't help himself. Season 1, he starts in a decent spot, and his boss tells him in no uncertain terms to leave the cop-killing alone. That guy had a record of abusing his power, so it wasn't too shocking to the boss, and the priority at that moment was to NOT attract the Empire's attention. Let it go, and by this point in the show he's probably in the boss's spot.
Even after the initial fallout, him losing his career and the Empire assuming more direct control of the system, he still can't drop it. He fricking pesters the Imperial Gestapo agent (Dedra), who is a bit amazed that someone would lack the common sense to do so.
The only reason they hooked up instead of her having him disappear, is because he saved her life in the riot.
You'd think he'd have learned his lesson now that he's back in a decent spot (due to her), but... he's still Syril. The fondue fork, he stares, and has to fix it. Mother drips the fondue, Syril bitches about her dripping, Dedra tells him to don't worry about it so she can address Mother.
He's around Dedra now, and sooner or later he will get a sniff of something she's doing. And he will see something, and have to pick at it again. The Ghorman rebellion isn't quite right, or something like that. And that will be his arse, but it will be hers too.

Had Syril dropped the case, the rebels wouldn't haven't gotten the Death Star plans. A butterfly's flap, if you will. Fun to think about.

Each episode is at least 50 minutes long.
150 minutes = 2.5 hours.
They made 3 feature length movies for $280 million ($93 million per movie).

He is one of the few people that know and can prove Mothma is financing the Rebellion. His life is falling apart (divorced/broke) and he is casually blackmailing her into paying him off to keep quiet. Luthen knew after observing him all weekend he was too much of a risk to them to keep alive.
