The Screen Actor’s Guild has really failed the victim and Baldwin in this. The number one job of any union is to ensure the safety of its members. After Brandon Lee was killed in a similar incident years ago, it would be reasonable to expect the union to ban shots where a real gun is pointed directly at someone. Hopefully they do going forward.
I've seen some godawful movies on Amazon, with Bruce Willis in it. Movies I'd never expect to see from a name that big and well-known, so I got suckered in and watched one. I don't mean boring or dumb bad, I mean possibly filmed on an iPhone with maybe about 3 hrs worth of editing done. It couldn't have cost much at all, I'd guess offhand the majority of the cost was to get enough people together to actually film it. And then it went straight to streaming, a big name in it, and it got watched.
Alec Baldwin is another big name; and I think this was probably going to be about the same type of thing. Get a few people on screen, it's a Western so everybody dress in rustic clothes at somebody's buddy's ranch, toss a super-cheap product up and make whatever money they get from that. Hey, Baldwin and the guy from Supernatural, might be worth a Thursday night watch.
Problem is when you do that, you encourage cutting corners on everything you can. Somebody somewhere owned a couple Peacemakers and some lever action rifles, probably a double barrel shotgun or two; most likely the guy who owns the ranch. There's your props, no need to rent good safe stuff from the industry standards who have that. "Need" an armorer for meeting code, pay old Joe's little girl; she's been around enough sets to have a resume, and she probably parties well too. Drop her a couple grand for the project and she's good to go.
That's my guess of the situation. Sounds like a lot of people left because it was too fricked up, this is just the result of that. I bet it could have happened on a dozen "movie" sets, when you start scrolling through some of the things you see streaming.

Baldwin is an a-hole, but I don't think he's primarily at fault here.
Yes he is. He pointed a loaded weapon at a woman deliberately and then pulled the trigger.

The irony here being that you didn't get the joke.

Even fake guns? Isn't this the movies?
movie ammunition is essentially half fake. Movies need something to go boom, whereas real ammo goes boom, followed by a projectile (the bullet). So, movie ammo simply lacks the projectile (ie shooting blanks). But, something still needs to make the movie ammo go boom, and that's only achievable with a real gun's firing pin or striker.
