Everytime he talks, he sounds like he's about to cry.

Because he has a personality disorder, is extremely uncomfortable talking to people, and makes the most god awful face when he talks.

Bilas is annoying because his schtick is to always be fighting for the little guy against the big bad NCAA. But, he is at least smart.
