Starters don't play in the HOF game anymore basically.
Hell a lot of immediate backups don't play in it either

I would consider the hof game a scrimmage and the rest of preseason ,preseason.

Trent Dilfer was on Russillo's pod years ago and he sees this kids in his camps all the time. This was around the time Williams took over for Rattler at OU, and he said the general perception was that Williams was well liked and respected among other players and Rattler came across as entitled and above it all.

If you don’t want to play other starters it doesn’t make much sense to play him and risk injury behind backups when a qb is live
The hall of fame game is basically an extra preseason game so it’s not like he’s behind other teams as bears can treat next game as preseason. #1
