My vote for Mike Brown.

So you have a QB that sucks, but he really wants to win you stick with him?
When the owners actions are counterproductive to the team winning, his intentions don't matter a whole bunch.

there are NFL owners not overly concerned with winning games
"not overly concerned" with winning games =/= activly trying to lose.

Jerry the owner= the tops
Jerry the GM= not the tops.

Mike Brown is the worst. Al Davis is old and insane so he gets a pass. As for Dan Snyder at least he wants to win and is trying. Mike Brown has kept Marvin Lewis around all these years even though he is a terrible coach and has assembled a team full of criminals.

Mike Brown, with Jerry Richardson a distant second.

Mike Brown by a mile. Al Davis has been to a Super Bowl in the last decade and the Redskins have won a number of playoff games since Snyder's been their owner. The Bengals haven't won a single playoff game since Bo broke his hip.

Harbaugh hasnt coach a down yet. Can't say it's a good hire. 49ers went downhill after debartolo left, they went to shite. Plain and simple.

Hope can be a bad thing sometimes. Best to not get your hopes up if you are a Redskins fan.

that's not the point. he was considered the best hire and it took some serious cash to get him...york didn't let up and got harbaugh...thats what good owners do.

I disagree, good owners keep the ship running. That organization nosedived once debartolo left.

Nope. Mike Brown.
What about his partner in crime Bud Adams?
