Oscar Schmidt didn't just lead the scoring in the 1988 Games, he obliterated all comers. He averaged 42.3 points per game. He averaged 34.2 PPG in the 1990 FIBA championships. And this was over a decade into his career, which started in 1974.
Schmidt score 1093 points in Olympic basketball games for an average of 28.8 PPG over his career. Both are Olympic records. He also has the all-time high scoring game: 55 against Spain in 1988.
If we're talking purely based on international play, the answer is clearly Schmidt. If we're looking for the best international player to come to the NBA, then the answer is Hakeem, who is the greatest center in NBA history, even over Wilt.

I guess Hakeem is really the best NBA player born outside of the US. Hakeem doesn't really have an international career of which to speak. He played for a Nigerian junior national team, and that's pretty much it.
It really depends how you define "international" player.

I knew TD was from the islands, and not the continental US. I couldn't remember if it was BVI, USVI, Jamaica, Bahamas etc. My fault.

Exactly. If it means " best player in international competition," then it's clearly Oscar Schmidt. If it means "best player from another country," then its Hakeem. But I think the spirit of the question probably means international play, so I'd say Schmidt is the answer we're looking for. Kobe would vouch for him.

Would he make an NBA-only HOF? The list of NBA players who've made the HOF with 2 or fewer all-star appearances isn't very long. Is Manu a better NBA player than Dennis Rodman?
