Id say Louisville. Their AD has shown that he is willing to dump the money into getting the facilities at least on par with the beat in the country and their major sports seem to be really climbing the mountain. I'll be interested to see how theh are in the next 10 years.

Illinois should be better on population alone, even though it's more of a basketball state

I think you need a combination of all these factors:
A rabid fan base.
Money.
An administration that will sink the money into the football program.
A good recruiting base.
National exposure.
A decent history/tradition doesnt hurt.

Yeah, I think some people are confusing "sleeping giant" with a program that's just going through a down cycle, (while others are really reaching with their suggestions). I mean, LSU was a legit sleeping giant 15 years ago. We had some success and history but had never consistently reached the levels that should have been reached.
Texas A&M has been a sleeping giant, but after last year that seems very obvious now.
Tennessee and Washington have been very good in the past and Tennessee has a very rich history. 2nd winningest team in the SEC I believe. But it's not like these two are that far removed from winning. Tennessee won a national title 15 years ago and played in the SEC title game 5 or 6 years ago.
I just don't think Cincinnati, Houston, Maryland, etal will ever become consistent football giants.

Might be crazy, but I can see UNLV blowing up sometime in the next 5-10 years. I think 10 years from now, we could look back at the completion of this potential new stadium as the first domino in a line of things falling right into UNLV's favor (if they can get it completed). Might be a long shot, but we never know the effect of revolutionary facilities on a program. And the new proposed stadium at least has the potential to make a major impact.

I think ucla could be the best team in the PAC this year. Too bad they go to Stanford and Oregon.

Charlottesville is a nice town, but it's also kind of hard to get to from the DC area.

If anything Nebraska will get worse. Tougher competition, no reliable recruiting base anywhere near them, and no major attraction to bring in elite California and Texas recruits. That program is never coming back.
The only reason Nebraska was so good back in the day is there were only 10 or so programs that would get you on tv and Nebraska was one of them. Now you can stay home and get everything Nebraska can offer you. Also Nebraska would let just about any academic risk get a scholarship. Now every school will do that too.

You know how many program's that's been said about? All it would take is the right coach and a couple of special players. They will never have 25 year run like Osborne did, but they could easily have top 5 seasons.
