Rule 27-2 says a provisional is allowed for suspected OB or a ball that may be lost outside of a water hazard. So, it seems that playing a provisional for a possible lost ball is allowed.

This brings up another point. In my scenario, I didn't hit a provisional. So, once I looked for my ball, didn't find it, went back to the tee, and hit another ball; I put a 2nd ball into play. That's not a provisional. So, remember, if you think you might be OB and you're in a tournament setting, make sure you declare your 2nd ball a provisional. If you don't declare your 2nd ball a provisional, that ball is in play regardless of the status of the first ball.
