I think you're SOL and he takes two strokes. No rules expert but just seems like one those situations where since you declared and retee'd there's no going back.
We couldn't find my ball in a two man scramble and found it after we retee'd. My partner tried to convince me to play first with no penalty but I had to break the news that since we retee'd we were SOL.
Would the provisional be because of OB or lost ball? Are you allowed to hit a provisional for a suspected lost ball?

There is no OB there, so I didn't even think to hit a provisional. I'm not sure if you can even do that. In fact, I remember watching the playoff in the BMW Euro championship this year, and one of the guys hit it close to OB, so he hit a provisional. When he got there, the gallery said his ball got lost up in a tree. Since it didn't go OB, he couldn't use the provisional he played. He had to go retee again.

I think you can hit a provisional anytime you think you won't be able to find your ball, be it ob, hazard, extreme rough, trees, etc. but I think you are supposed to make an effort to find and play the original ball

I figure if you hit a provisional ball that might be lost but not OB, you could purposely not find your original shot to gain an advantage.
I read somewhere you aren't allowed for a provisional on lost ball, but can't remember where. It also said that it is kind of accepted at local courses just to keep the pace of play going.

It does not say when you have to replace the ball, but if you do re-tee and proceed to play out your second shot of the provisional ball, then that ball is in play! If you re-tee and then find out what happened to your ball, you may replace the original ball Without penalty before playing the second shot of your provisional!!!

So I had these idiots playing in front of me one time. They were on the green so we hit our second shots (par 5). My ball lands next to my buddies and another ball. This guy takes his cart from the green, drives back to where the three balls are and hits a ball to the green (I have no clue why or what they were doing). Turns out he hit my ball.
Do I just put a ball nearest to where he hit my ball without penalty?

If a fellow-competitor, his caddie or his equipmentmoves the player’s ball, touches it or causes it to move, there is no penalty. If the ball is moved, it must be replaced.

When I get that deep into rules I just slam another ML and put an egg on the ground and roll. I hit provisionals but a lot of times it isn't easy to go back and re-tee

Thanks, Beaver. I can't seem to find rule 15-2b though. Are you sure that's the right one? Is the quote above the rule as stated or is it your paraphrase?

Alright. Now a suspected lost ball (not in hazard or OB), can you hit a provisional? Or must you go search, declare your ball lost, then rehit from previous position?

Hit provisional, make honest effort to find first ball, then declare lost and play provisional.
