there might not be very many right now but I could see where a lot of male athletes that are on the cusp of making it to the pro level but just can't get there going ahead and getting there junk cut off and turned inside out and into a makeshift vagina in order to make it on the womens pro leagues, olympics, UFC, or other sports where they would be top level, dominate, and set records

They won't have to. According to the NCAA, all you have to do is take estrogen for a year, and you can compete as a woman.
Then later, after you're done playing, you can get off the estrogen and let nature do what it does.

Exactly, look no further than Title 9. Like it or not it propelled females into athletics in a way it never would have otherwise and I can't see how this will not happen here.
I recall going to an LSU women's tennis match in the 80's a match against Auburn. The way these matches went 1-seed vs. 1-seed and so on to the 6-th seed. They were all playing at once so you could see the skill levels. The 1 through 3-seeds were good skilled players but after that the skill level dropped dramatically. The two six seeds were laughable, it looked like my wife out there playing right now. And they were on scholarship due to the Title 9 mandates of equal scholarships for males and females!! Hell, I could have beaten those 6 seeds no question and I was not a good tennis player.
I'm sure that's not as pronounced a problem these days as more girls are playing sports because of those opportunities, but I'm betting there would be ample opportunity for males looking to get a college scholarship to still take advantage of this as a transgender stuff if allowed.
