You're speaking on two completely different situations and rules.
As close as possible has nothing to do with the length from original shot unless you take intent and effort into account. Guiding a ball away from a divot is the same as dropping it two feet behind your original spot.

And the "as close as possible" is there in the event that the golfer leaves the area and has to go back and replay the shot. Thus they should do their best to drop and play the shot from where they were previously.

So if it was in a divot prior to the first shot, they should be penalized for guiding the ball away from the divot?

You aren't placing the ball...you're dropping it arm fully extended.
