The intent of the rule isn’t to make the refs or the nfl accountable. It’s more of a show cause so you can’t sue

What are these people upstairs watching exactly? Does the nfl have rules in play to limit what they look at?
Because if you're watching the broadcast, the first replay was pretty obvious.
They were obviously unsure and McVay had to throw it because time was running out and he wasn't getting an answer.

I think they can see broadcast but the broadcast is delayed so I think that’s where the delay is in being able to call in
