You have concussions when the helmet is too loose and slides/moves around. It's why manufacturers like Riddell even as far back as 7-8 years ago reformatted the form of the helmet (it fits tighter at the base of the neck) to prevent this. It's why they also formulated technology to pack the helmet padding with air to make it fit tighter. And now with tighter straps to keep it from popping off.
So all of their research and adjustments made in the last decade or so goes against everything you're claiming here. Think about that.

What's really wrong with this rule is that players could be rewarded for hitting players so hard that they knock their helmet off. Seems counterproductive to me.

Yeah I'm not being very clear with what I'm saying. I'm not saying the helmet shouldn't be tight or secured as intended. I'm saying certain hits create forces that the helmet cant protect against and releasing the helmet from the head prevents injuries.

More often than not, a helmet comes off because the player wasn't able to fasten it properly before the ball was snapped.

You do know Jeff Boss was the guy who stated the helmet stayed on more securely with front two straps short. We used to argue with him about it all the time at AEMA conventions and calls. I argued the front two were like taping ankle height c strap better anchor.
The reason hats are coming off is kids aren't airing or tightening straps properly and the technology in hats have improved so much they use the hat as a weapon not protection.
When I was at SMS we had rules, HC enforced also, for certain mask, all OL DL LB had to have top 2 screwed in, had to leave hat out after every Px so we could check hardware bladders etc.
The reason hats are coming off is kids aren't airing or tightening straps properly and the technology in hats have improved so much they use the hat as a weapon not protection.

No they don't. They can stay on if hands to face facemask or illegal grasping of opening, or that's how I read the rule.
