If the doctor gives the OK, why wouldn't the HC consider playing Tua? Tua was literally just cleared by a doctor

The reality is that physicians in pro sports aren't hired to keep the players safe. They're there to keep them on the field.
If physicians were making treatment recommendations consistent with modern medical training and those recommendations were followed, NFL teams would have difficulty fielding competitive rosters.

Is the independent Dr someone who both the NFL and the NFLPA have to agree on?
Edit: just read that it was the NFLPA that dismissed the doctor.
I know it was a Thursday game this week, but the NFLPA was complaining and talking about reviewing decision right after the Sunday game against the Bills. Knowing next game was Thursday why wait to interview the doctor until Friday?

That is correct, the coach holds zero responsibility when a player is cleared by a doctor.

It's been an open secret that Pro Sports doctors, "independent" or not...because they're really still paid by the team or league, have been a joke.
On retainer to just put the stars back in the game.
Bill Walton sued and won his malpractice claim against the Trailblazers. And there have been countless others who have sued.
