I'm confused as to why the clock doesn't start running again when the whistle blows ready for play. Why wouldn't offenses fake injuries to get free timeouts?

Washington being extra stupid but it's so fricking dumb to reward the defense for a player getting hurt when you're in a situation to just run the clock.
