If there was another team interested in trading up for Carter literally every other team other than the Eagles would have packaged a better deal for the Bears.

True but there were still at least one premier offensive tackle(not the one they ended up picking either), two first round tight ends, and all sorts of first round wide receivers. Any of them would be a great help for them. They had all kind of options to choose from even if they fell back several places. Kind of looks like they reached for the offensive tackle they ended up taking anyway.
