Eagles led the NFL in sacks last year and added the best defensive player (on talent) to a stacked team. Eagles are re-loading in a very scary way

I don't really understand what the Bears and the Eagles are doing here. I understand why the Eagles would draft Carter but if the Bears were set on drafting Carter they wouldn't have traded out of the spot. If there was another team interested in trading up for Carter literally every other team other than the Eagles would have packaged a better deal for the Bears. I don't understand why the Eagles would make this trade unless they thought another team would make a trade with Chicago but why would the Bears take the Eagles offer when any other team would make a better one?
