Then he should be able to sue on the grounds this NBA ban prevents him from controlling his investment. Basically, he has to fund the team with no say on personnel or administration decisions forever. As a practice, I'd think he could sue on anti-trust violations as was mentioned in another post.
This punishment is utterly pathetic to be honest. It isn't a show of strength. It's weakness bowing down to ridiculous unjustified pressure and potentially a conspiracy by certain people to try and force a sale to a specific buyer, in this case Magic. He's my favorite player of all time, but if he and his partners are allowed anywhere near the Clippers ownership, Sterling should sue Magic, his partners, and the league for this crap.

I'm a employment law attorney who practices before the EEOC. Based on the private comments alone, I think the chances of a successful hostile work environment claim, which are extremely difficult to win without tangible employment actions, are nil.
Now, as I said previously, the prior course of conduct may matter, but as I don't think the NBA used it in reaching its decision, I don't think it is applicable.
In the end, the argument would be that private comments to a SO made outside of the work environment created a hostile work environment. That just isn't a winner.

no financial reasons as in, you don't pay your dues, go bankrupt, can't meet payroll, etc
this has not affected the league. only local sponsors have said anything (and they likely have to keep paying anyway)

The verbage is supposed to deal with a certain set of financial reasons, such as the George Shinn "I can't make payroll" kind. Not the nebulous "something that hurts our bottom line because you give us bad PR."
