Rate as in percentage of players.
Marijuana included.
Excluding performance enhancers.
I really have no idea, but my guesses is would be

Basketball and football – marijuana?
Baseball – cocaine?

ETA: didn't see the non-PED's qualifier.

The answer is soccer then.

When it comes to recreational drugs it has to be 1970s and 80s baseball and basketball.

Anything post-2000 isn’t going to come close to that.

When it comes to booze, I can’t imagine anything will approach baseball from the 1880s to the 1920s.

People in general drank so much more back then.

There's a Little House on the Prairie episode where they're playing a "Town Ball" game and dude on the mound pitching is smoking a Cigar and drinking a glass of beer.

So early baseball was basically every Softball League now.

No wonder we had Prohibition.

If cocaine was helium, the PGA tour would float away.

Nothing compares to 80's and 90's pro wrestlers. Half of them are dead now.
