Turnovers do, but it wasn't a turnover (if they said Ginn touched it and it was NE's ball, and Harbaugh threw the flag, then it'd be a penalty).

If SF didn't touch it it's a penalty on NE for illegal touching. Hoch fricked up by saying illegal touch on the receiving team. Or at least that's what I got out of it.
