It’s unwritten rule or way of saying, if wrestler A potatoes you or is too snug with a move then wrestler B does the same with another move, typically just a punch, kick or clothesline, not suplexes or slams.

I was just trolling. I agree, he should be in prison. I only saw the clip where he hit him 3-4 times, didn't realize he hit him 20 Yeesh. The beer can clearly didn't do anything to him because he didn't even flinch, so he was basically just mad he got beer on him. Ridiculous.
