Imagine how bad transferring is right now thanks to playing time.
Imagine how much worse it gets if boosters can start throwing money at players on other teams’ rosters to fill a need on their own.

I’m just not sure how I feel about the govt telling a private organization like the NCAA how it can run its business in this detail

The state of Florida can’t exactly throw stones in this regard considering the histories of Miami, Florida, and Florida State.

The federal government theoretically could.
A state government? They can get the frick out of here with that. A member school can either follow NCAA guidelines or withdraw.

seems that's what will happen
if your University pays players, then you will be ineligible to compete under the NCAA
so we will now have two college leagues: a pay cfb lg and an amateur one

There are students that practically live in the library. Many students work hard at their craft. Law school, med school, etc. Hell, music majors spend hours practicing. You could go on and on here.

It would be hilarious if NCAA conferences end up with no replacement options at all.
