It’s not even strength. On the delayed penalty, the team on the advantage pulls their goalie since play is dead upon the offending team touching the puck, making it 6 on 5.

I’d agree except for the fact of how impactful a goal in hockey is. One goal absolutely changes the game. “Losing” the power play but gaining a goal is still massive and after all, a power play just gives you a man advantage and if you score while the delayed penalty is pending, you still scored with a man advantage.
Basically, it’s the same thing. Whether you score with a 6-5 advantage and the penalty is over or you score a minute into a PP at 5-4, it’s basically the same thing.
