I've always disliked how the 2nd penalty can be called and enforced when that penalty never would have happened without something else.

Harbaugh hiring him is still hilarious to me. They have two mediocre RBs and a pile of bad pass catchers (other than Ladd). Let’s hire the most uncreative OC we can find.
