You sure that's addressing the qb in the act of throwing? That is already a penalty with hitting his head or neck. I'm pretty sure your quote is addressing defenseless receivers.

They aren't making a distinction. They're adding teeth to the rules that are already in place by imposing suspensions if that sort of conduct persists.
These aren't new rules; the only difference is that they will be points of emphasis and possible suspensions.

Bingo. It's just like pass interference rules. They were on the books, but they weren't really enforced as much until Ty Law was consistently giving receivers colonoscopies in the playoffs.

That quote is addressing defenseless players. Then there's a list of defenseless players which includes quarterbacks throwing. I don't know what the changes are to the defenseless players' list because I hadn't seen the previous list, but there's not much new to this report regarding hitting

I hate Goodell and Ray Andersen. They both suck. I'm sick and tired of having a new rule every month. It doesn't stop. It's gotten to a point I think Goodell and the owners are doing this to spite the players.
