Just looked it up. It says that a team cannot trade you until you sign the tag. So Pickens has not wanted to sign the tag this entire time but suddenly waits until a couple hours prior to the draft. He gone.

Opposite actually. Sign and trade is a thing.
If he doesn’t sign the player technically has a veto power on a trade because he’s not under tender and therefore contract.
