Does he drive off from there? You can see the tail lights through the bus window and then the vehicle enters the frame turning left before stopping. The cop runs up as he stops.
Something either happened off camera before or the clip ends early. Unless in fact, nothing happened and cop was just being a cock

About 20 seconds after this clip ends they take him out of the car and arrest him. Vehicle never moves or tries to leave from where it is stopped in this clip.

I know the police have a tough job and there is no way I would ever sign up to do it BUT this type of incident is the worst. It's really more if an embarrassment for Scheffler but this would be a huge deal for a regular citizen. Felony charge, lawyer fees, court costs, time away from work, etc.
This type of thing just can't happen but far too often does.

Certainly what it looks like to me. God, what an idiot. I'm usually one of the guys giving cops the benefit of the doubt in most situations, but this moron just went about everything in the worst way possible.
And I get it; dude has probably been up all night, directing traffic for hours while the bus incident is sorted out...it's raining, so he's ill. He is kicking himself for dropping out of college so he's been a meter maid for the last 10 years. Life just sucks for him. But, my guy, you can't just snap and treat people like that in the position you are in. Then, to go about the whole incident the wrong way and get caught lying about it...not good, to say the least.
I wish these guys that are mad at themselves or their lot in life would go do anything other than police work. Because shite builds up and they do shite like this and/or way worse and kill/injure an innocent person when they do. It just paints all of them in a bad light. When the vast majority of them are decent, upstanding people. Hopefully this guy is fired and gets his life straightened out. Because he could wind up doing a whole lot worse and killing someone if he gets to keep policing (even though he is just a meter maid).

I do not see how a district attorney’s office could pursue these charges any further. I don’t know how any prosecutor could look at the information we have, now including this video, and think that they could get a conviction.

For a few hours last Friday, the world was a safer place with that sadistic criminal off the streets thanks to that officer. And then they let him loose, and he went crazy, swinging metal clubs and hitting projectiles all over the place.
