The lottery makes it harder for bad teams to get better. Without a guaranteed top pick the year your bad team have had to be bad for years at a time.

IIRC, part of the changes is that they aren’t just drawing for slots 1-4 anymore but all slots from 1-16.

How about this. The teams that do not make the playoffs. Go into a losers playoff. They play for draft seeding. Winner gets #1 so on and so forth. That would stop tanking.

So providing the best chance at getting one to the worst teams is the best way to elevate those teams.
