JR, he gets paid more to be a 3&D SG and he refuses to do the D part and is streaky at best from 3.

While Rivers isn't great, he could still be a decent 6th man on a lot of teams.

He improved his shooting ~37.5% from 3 the last 2 years while taking 5 attempts. His ball handling is improved and he can run the point if needed (roughly 2:1 AST:TOV ratio). Defensively he's still meh.

12m for a 6th man is good value compared to JR Smith's 14.72m this year and a partially guaranteed 15.68m next.

At least Rivers has progressed. He was awful in New Orleans. He’s at least a somewhat decent player now.
