Unless the Suns are going for a stopgap, this has to be the plan. Would either need to use a pick to dump Jackson or stretch Tyler Johnson to make it possible.
Delon Wright, Cory Joseph, Rubio, etc are potentially available as short term options. Personally, I've wanted Brogdon for a few years. I was pretty adamant about even adding something to the Bledsoe deal to get Brogdon back in return. Him and Booker would be a legit pairing because both could play on and off the ball.

Hawks got plenty of guys willing to hoist. You probably forgetting they got Crabbe. With Hunter and Reddish they got wing option shooters.
ET does the dirty work and makes good passes.
