Texas absolutely belongs in the conversation.
It wasn't bad when I was a kid, I was the only kid in my junior high who I knew who liked the Longhorns...and I went to school in a suburb of Austin.
It got BAD the championship season, the t-shirt fans and idiots climbed on the bandwagon.
My top 5 would probably be:
1. Ohio State
2. Texas
3. Alabama
4. LSU
5. Oklahoma

Bama has the wins to back it up. Texas talks like they are creme de la creme, but they have won four titles (or as I like to say, three less than Oklahoma). And three of those titles were in an 8 year span over 40 years ago.
This isn't to say Texas is a bad program, they clearly are a very good one. but the talk like they are the elite of the elite in the rarified air of Bama, OU, and USC. And they clearly can't walk that walk historically.

Oregon fans aren't bad. Not on a national level. Maybe they've become arrogant to other Pac 10 fans, but they've won the Pac-10 two years in a row now.
I have a few friends that go to Oregon, and they aren't bad at all.

Penn State has to be on this list. I've never met a bigger group of arrogant pricks in my life. That horrendous Yankee accent still haunts me to this day..." Ah look at JoePa with his tie on..he's all class. You're team is nothing but a bunch of thugs. We play hard nosed, discipline football at Penn State."

after the bowl game i was walking away from teh stadium with my wife
One of the PSU tuba players saw my LSU hat and said something like "tiger bait this bitch" as we walked past each other
I was like "Seriously? Congratulations on your biggest win in the last ten years."

I was peacefully walking away from the stadium with my wife... and the guy swore at me with the intent of being insulting
Of course that deserves a response... and it was true. Instead of handling the win with class some fat band member decided to be a douche
