Their closer isn't ready, he's still in Spring mode. KImbrel will be fine in a few weeks, once he's fine tuned his stuff.
Signing closers, who had no spring training, and aren't working out 100% takes time. Holland did this last year to Cardinals, refused to go to Memphis to get the kinks out, and he was horrible, finally got work in, and was good for washington. CBA screwed the club, Holland could block minor league rehab.

Mo'ron will do nothing again, for the 4th straight deadline.
3 of those years, they were in lead, or 1 gameish out of wild card, and did nothing to help the team. This year they have Division lead by 1 game.

The Cubs bullpen issues go far beyond kimbrel. We're near the bottom of the league in blown saves (not just in the 9th inning) and have a save percentage of like 55%. That's atrocious for a team that thinks they're a playoff contender.
Of course, I can't really blame the FO for not going out and buying. There are just too many holes to address at this point in time. The only saving Grace is that the division is basically a cripple fight.
