I lived in Southern California and use the article “the”, but like you said, people in NorCal omit “the”. I no longer live there, but everyone I know who ever lived in SoCal always uses “the”, no matter where they are. In Kentucky, people say “get on I-75, or just “75”. I say, “hop on the 75, going North......”.
