Kelly is a great program builder. He has not been elite in the playoffs or with winning an NC, but he made ND relevant again. They sucked for about two decades before he got there and he had them in the NC game in his 3rd year there. But keep thinking he benefitted from having shitty coaches at ND before he got there.
Freeman inherited a great roster and has them losing to Northern Illinois in his 3rd year - NIU's first win against a top 10 team ever.
