So... The whites prolly early voted and had lots of volunteers and the black districts probably didn't.
I've covered local elections before. I went to an 80% black town and all the poll workers were elderly white women because that's all that would volunteer.
And it's only going to get worse. No one under 70 cares about volunteering for this kind of stuff anymore, but black precincts and neighborhoods are especially void of local volunteers.

Lebron’s voting rights group is very unlikely to help or impact issues like tech problems with voting machines or lack of volunteers in Fulton County GA, even though that’s a specific example highlighted.
This is all about turnout, Dems have a turnout issue. Black voter % declined in 2016 election for the first time in 20 years. Decline in black votes from 2012 to 2016 was 7% which is pretty drastic.
