Is Kurt Cousin a HoFer?

Current top 15 all time in passing yards and TDs.
Everybody ahead of him either is or will be in HoF.
Presumably has another year or 2 to pad stats.

Stats isn’t enough. There have been a few different QBs that have finished their careers top 15 or even top 10 in major passing stats only to not make it in the HOF and eventually fall lower on the lists
