At the very least it has to be per capita. Let's take a look:

Jesse Owens, born in Oakville, AL - Track and Field GOAT

Carl Lewis, born in Birmingham, AL - modern Track and Field GOAT

Joe Louis, born in Lafayette, AL - boxing GOAT

Willie Mays, born in Birmingham, AL - baseball GOAT

Hank Aaron, born in Mobile, AL - homerun hitting GOAT

Bo Jackson, born in Bessemer, AL - GOAT running back and GOAT overall athlete

Satchel Paige, born in Mobile, AL - GOAT Negro League pitcher and GOAT old guy athlete

Mia Hamm, born in Selma, AL - GOAT female soccer player and GOAT American soccer player

Bart Starr, born in Montgomery, AL - GOAT championship QB

Charles Barkley, born in Birmingham, AL - GOAT SEC basketball player

Ozzie Smith, born in Mobile, AL - GOAT defensive shortstop

11 GOATs, wow I'm impressed
fellow Alabamians, let me know if I forgot any GOATs

What GOATs are from your state?

I'll admit this one is arguable. But the only two with an argument are Shaq and Hakeem.

You got one who's a lazy fatty who is possibly the worst FT shooter of all-time (the free throw WOAT), who's only arguments is championships which he got by being young enough to outlast Jordan and going to super teams which is looked down upon these days.

Then you have a foreigner, Hakeem. Go ahead and choose him... But that's UnAmerican and the FBI will be watching you because you're obviously ISIS

Who y'all got? Jerry Rice GOAT WR (1st runner up WR GOAT would be Terrell Owens of Alexand City, Al ).. 20 years ago Walter Payton was GOAT NFL RB...
One positional GOAT and one former positional GOAT doesn't make you the GOAT GOAT state

Only Americans that don't follow soccer think Mia Hamm is the best female soccer player. Marta has been the GOAT for quite a while.

Even so, what state would have more GOATs than that? There's 50 states and only so many legitimate sports. 3 or 4 statistically has to put Alabama as the GOAT GOAT state
