And by your rules i'll go Nashville. Quickly growing city with huge upside
they're not going to add a team in Nashville with Memphis being 3 hours away. The Tennessee market wouldn't be able to support two NBA teams. All you would be able to do is move the Grizzlies to Nashville which also won't happen anytime in the foreseeable future. I think an MLB team could thrive in Nashville, though

Montreal
Basketball is booming in Canada, look at all the legit prospects coming out of there the last 5 years. It already failed once in Vancouver so give Montreal a shot.
Add Seattle in the west/Montreal in the east

3 divisions per conference isn't necessary. Go back to 2 divisions per conference and add Seattle and St.Louis or KC to get 8 teams in each division
Pacific
Seattle, Portland, Golden State, Sacramento, LA Lakers, LA Clippers, Phoenix, Utah
Midwest
Denver, Minnesota, San Antonio, Dallas, Houston, Oklahoma City, New Orleans, Memphis
Central
Milwaukee, Detroit, Chicago, Indiana, Cleveland, Toronto, St. Louis/KC , Atlanta
Atlantic
Brooklyn, New York, Boston, Philadelphia, Washington DC, Charlotte, Orlando, Miami

I could really see decent support but there just isn't enough people in the area

Because that worked out so well last time.
You have ONE NBA expansion team and you pick the PacNW metro that literally couldn't give two shits about basketball. While Seattle is right there.

Norfolk, Virginia Beach, or Richmond, VA
No pro sports teams in Virginia

Notable US DMA Rankings without an NBA team
14 Seattle-Tacoma
21 St. Louis
23 Pittsburgh
26 Baltimore (competition with WAS)
28 San Diego (I dont think the NBA could support another CA team)
30 Hartford & New Haven (too close to NYC/BOS)
33 Kansas City
40 Las Vegas

If by this you mean never, sure. The Grizz have one of the most iron-clad contracts with both Memphis and the Forum, still one of the best arenas in the nation. It would take nothing short of a scandal to get the fanbase to turn on the Grizz.

With nearby clubs in Atlanta, Cincinnati, and Saint Louis? I doubt it, even if baseball were to expand, and they seem the most unlikely of the major four pro leagues.

How in the hell did you not include Seattle?

My first choice would be to reduce the number of teams by 4.
I would like to see the quality be better all around.
re St Louis
St Louis Hawks became the Atlanta Hawks.
As the St Louis Hawks, with LSU great Bob Petit, they won the NBA championship in 1958 back when the Celtics were on top of the basketball universe. Hawks had two All Stars. Petit and Cliff Hagan, 6 4" from one of the all time great Kentucky teams. 5 guys from that team made it in the NBA. the best player did not go pro, instead became an MD. the 6th man from the UK team made it with the Celtics.
Petit was a genius inside. And Hagan was unstoppable with his jump hook in the lane.
But no to St Louis.
I would like to see Louisville or Cincinnati get a franchise. The Rochester Royals (won a NBA in 1951) to Cincinnati to KC to Sacto Kings.
Louisville Colonels won the ABA a couple of times, but were pushed aside in the merger.

Why isn't there much support for a team in Kentucky? As basketball crazy as that state is, I could see a team in Lexington or Louisville having a decent following. Might be able to pull fans from Cincinnati as well

Honolulu. Time change would make it interesting, games coming on at 1 am. Could market is towards the booming Asian markets. Lots of snowbirds on the islands in the winter, nice travel bonus.

I was going by Population and the growth of the city in my argument. I know it adds a second team but in 10 years or so Nashville is supposed to be a million people. I think that would justify them as a good candidate.
If Dallas and Houston and SA can all have teams with support, and are all 3 hours or so apart, why can't 2 teams thrive in Tennessee? There are 700k people in Nashville so why not?

Dallas and Houston are top 10 metro areas.
San Antonio and Austin are both larger metro areas than the Memphis and Nashville areas. That probably kind of ruins the likelihood of doing that.
Why do people think the Benson's are going to sell the Pelicans? You can't just move them unless the owner wants to do it. I can't imagine Benson or his wife deciding to kill an NBA franchise in New Orleans. One of the reasons they bought the team was to keep them there. They have a nice arena and area for functions also. The All-Star game being there twice recently.
I also doubt they lose their stars considering the team will be good and the amount of money they will be able to offer them over their competitors.
