No, but if we don’t force better scheduling, both OOC and by the conferences setting their rotations, there is a significant incentive to water down schedules for possible playoff teams.
To use the example of Texas, the SEC should have been forced to take a harder look at Texas’ schedule. It was set like two years ago, when it could have been reasonably suspected that OU, UF, Arky, MSU, UK, etc wouldn’t be that good. It was pretty widely thought to be a very favorable draw at the time it was released.

This is all good, in theory, but you can't actually control how good a team will be on a year-to-year basis, especially in the transfer portal era.

You can’t, but I’m ok with a draconian policy to avoid the perverse incentives currently in place. A truly random sampling of SEC or B1G teams will end up with multiple ranked opponents the vast majority of the time.
Make an exception for conference champions if you want.

But you have no idea how a team will be from year to year when scheduling ..look at FSU this year .. don't like the idea...but if it were a rule, I think a better approach would be to use an average year end ranking from previous 2-3 years, preseason ranking and year end ranking.

You have to add more nuance to a situation, because top 25 is a very arbitrary number.. If you beat a top 25 team, and they're ranked anywhere 20 or lower, chances are they are falling out of the 25, especially if it's the end of the season.
Do we really want to pretend that the #23 ranked team is just vastly better than the #26 team?

Sure, you can do that. But you also run the risk of missing the playoffs due to your weaker schedule unless you go undefeated. SMU was damn close to being left out for Bama as is. If Bama did not get embarrassed by Oklahoma, they're 100% in the playoffs. If Ole Miss doesn't lose to Florida, then they're in the playoffs over Indiana.

If you are going to D a ranked team because they did not beat any ranked teams, you also have to DQ a top 25 win for anyone who played the DQd team. If the ranking is insufficient to consider a team for the CFP ranking, it is certainly not sufficient to consider them a quality win. So it gets less simple.
Ultimately, it always comes down to people's opinions.
