Highly doubtful. More likely that Tulane called GT and backed out, then came back to the table and said we found another place to play if construction isn't finished.

They wouldn't cancel the game before looking for another place to play. Since they've been planning in the Dome for 30+ years it wouldn't take long to think of it. They've been worrying about the stadium not being done on time for months so this didn't just spring up on them this week.

Yes they, meaning Rick Dickson, would.
He has never understood the importance of quality scheduling for Tulane and the relationship between the opponent and the attendance (which is particularly true at Tulane where we have a history of playing name opponents). His mindset is that people would be more upset with not opening in Yul than in cancelling a series that he sees little value in. He's okay at big picture stuff, but not very adept at regular operational issues.

This was a Dickson move and Cowen had to bail him out. Subsequent reports have born that out.
I'm sorry to see Cowen go; he finally "got religion" and has helped TU athletics tremendously.
Dickson's fingerprints were all over this.
