It sounds more like an issue where the onboard computer is helping to manage the clutch so as to minimize wheel spin. Rather than leaving it up to the driver.

Actually, it is not dumb and I will attempt to explain. It is not about how fast the driver releases the clutch but how the car reacts to driver input.
First, an F1 clutch is controlled by 2 drive by wire paddles on the back of the steering wheel.
When they are in the box on the starting grid they depress one paddle part of the way down and stop at what the driver has determined to be the optimum bite point for the clutch in the current traction conditions. They then depress the second paddle fully which holds the clutch full open. When the lights go out they release the fully depressed paddle so that the clutch closes to the bite point set by the second paddle, then they slowly release the second paddle (not really slow but slower than the snap release of the first paddle) until the clutch is fully engaged.
F1 requires that the driver inputs to the paddles are directly linked to the clutch movement with a maximum delay of 70ms. The Alfa clutch took 300ms to respond which could be used as a type of traction control which is why it is illegal. This like most F1 rules does not require a show that the illegal operation results in an advantage.
This rule just helps prevent teams from employing a workaround driver's aid that is illegal.

Ahh so it’s the way the crew programmed the transmission? If so, then yeah...clear rule broke for competitive advantage. Sucks for Kimi and Gio.

I came back to the thread because I realized in an effort at clarity and brevity I avoided explaining something that might be confusing regarding the start/stop times that must equal less than 70ms. The electrical part would (should) be essentially instantaneous (disregarding the speed of an electrical impulse as extremely small) it is really about the speed of the mechanical engagement of the clutch plates. The start time is the movement of the clutch paddle the stop time is when the plates of the clutch reach a point of torque unity (no longer slipping). So it adds an extra amount of clutch slip that the driver's input did not. So arguably by doing this in low traction conditions like rain a team could "program" in the expected optimum speed of clutch release difference between dry and wet conditions. This would allow the driver to release the clutch paddle at normal speed (high traction conditions) which they would have practiced much more but have the actual clutch engagement ramp up slower and if calculated correctly the launch would be faster than the drivers that had to modify their normal release procedure.

Fun race to watch.
HAM has to question why they pulled him in to fit slicks. No way he loses that lead in 2 or 3 laps by waiting to see what happens to others that made the change. Swapping off inters early is a good move to gain places, not when you are 35 seconds ahead.
Good to see a messy podium, KVY will be back in that RBR seat before Russia. Maybe after summer break.

Reminds me of his reaction when HAM and ROS came together between turns 3 & 4 on the 1st lap in Spain a few years ago. That was the highlight of the whole season for me.
