Yeah, she's always had a wider base, but the muscle mass in her upper torso, in particular her shoulders, neck, and arms is fairly substantial. She's put on even more weight now due to being in her late 30s and having a kid (i.e. it's not just muscle mass making her bigger), but the muscle gains she had during her prime in a sport where you don't typically see yolked up women can easily cause at least questions of whether or not she's used PEDs. I'm not saying she did or didn't, but I don't think it's accurate to say she's always been huge.
