He may have gotten duped, but he had to know a long while ago.
In all seriousness, occam's razor should tell you to quit making all the assumptions in the world to form a hypothesis and go with the simplest, it is likely going to be the correct one. In this case, he was not duped; he was a participant in the ruse. It is the only thing that makes sense.

I am just getting wind of this whole thing. Can someone help me understand? Did Te'o participate in the hoax from the get-go?
