I'm sort of going off of what the Dodgers sent for Manny. To get both Harper and Herrera that'd be a top level prospect, a promising prospect at the lower levels and a young but potentially major league ready non-prospect in Armenteros.

Packages of that sort rarely ever happen, and Luhnow isn't likely to pursue one since he knows it would cost him one of his prized prospects.

I could see him throwing 6 minor leaguers at WAS with Fisher and Bukake as headliners though. The Nats also lack pitching depth in the system, which we have.

Don't the Dodgers feel like they have a good chance of signing Manny, though? That would have to be at least a minor factor.

Another factor is that Manny is having an awesome season while Harper is having a crappy one.

And yet another factor is that a shortstop is more valuable than a corner outfielder.

By trading Harper (If they believe they can not resign him) the Nationals can get a few great prospects. By keeping him the best they can do is get a 4th round compensation pick due to them being over the tax.

If they're serious about the sale then it makes sense to deal him for something rather than lose him for nothing.

Harper, Rendon, Zimmerman, Gio, Murphy, Eaton, Kintler, Adams, Madson, Kelley, Hellickson, and Herrera man they could remake their entire team.
