He was given plenty of opportunities while black and not trying to be annoying as a protest icon. He just sucked by that point in his career and was a distraction nobody wanted to deal with.
Compare that to a Teddy Bridgewater, who didn't live up to the hype and is also black, who can take few years off and come back because he accepts his role as a backup and doesn't rock the boat. Hell, Jameis is in this tier now and keeps getting jobs even being black with a big personality (and some skeletons in the closet).

IMO this speaks more to the NFL not believing that Sanders talent at QB is where he and Deion thinks and media prognogistators think.
The NFL has proven time and time again they are willing to overlook a lot of BS drama and even some criminal behaviour if you are talented enough to help them win.
The NFL clearly does not believe that Sanders has the physical and/or mental talent to warrant the BS drama and headache that will come with drafting him early. I do not believe for one second that NFL GMs and executives collectively said "Let's show this punk a lesson about who's the boss."

Guys, it is simple. Sanders did not adequately prepare for the interviews that determined where he would go. It is not about race or about talent, it is about his failure to act professional in a setting that requires it.

It's a little deeper than that.
You know, these teams scout players for 2,3 and 4 years before they ever get to the draft.
Not preparing for an interview with an NFL executive, or worse yet, telling an NFL executive "Maybe your team isn't the right fit for me" when questioned about poor performances is definitely problematic, but it's just part of a larger body of work put together by the scouting department and player personnel department.
Believe me, if Sanders had high first round talent he would have been drafted high in the first round. NFL coaches and exec's always feel like they can "Fix" peripheral problems as long as the player has franchise level talent.
The clearly do not believe Sanders posses that type of talent.

He didn't workout at the combine. He turned down interviews with teams and some teams he met with felt he was unprofessional and disinterested. Some even said it felt like he was sandbagging their interviews.
The NFL viewed him as a backup and at that point, there is no reason to draft a diva backup higher than day 3.

Remember when Kap did workouts for NFL teams and changed the venue on all of them last minute after Hue Jackson (black man) put it together and was going to lead it? Remember that? Thats called sandbagging. He didn't want an NFL job, he wanted to bitch about not having one and blame race because he made more money doing that than being a backup.

The Bolts were seen as a bad place for qbs. Drew got screwed and the pick before was Ryan Leaf.
Show proof he didn't do any pre draft processes or interviews.

He’s like a chick who is a solid 5-6 in the face and a pretty good body who was like a damn wildcat in the sack. Only problem is she’s bat shite crazy everywhere else and a 5 isn’t worth the clingy nature, mood swings, weirdness, sobbing out the blue, etc.
Now if she was a 9.5 you’d probably put up with this for a bit longer because man you feel really good about yourself having an elite level prospect.
But not for a 5. Whatever talents are there just aren’t worth the craziness.
