You want to vote for Penix, vote for Penix. He's certainly had a great year. But the quoted part is clearly erroneous. No one player makes a team 13-0. I mean, his top WR is a Biletnikoff finalist for crying out loud.

This is the kind of misconception that gets cleared up by the NFL years after the fact.

You're getting into the weeds for an individual award, but how does it compare to Washington's 12-1 2016 playoff team?

My point is that Penix is good but he isn't carrying, say, Auburn,Tennessee, Florida, Notre Dame, Clemson, North Carolina, NEBRASKA, South Carolina or UCLA (teams on your link "ranked" ahead of them) to 13-0.
