Actually when hitters try to pull that shite you hit them on purpose and for free. It's a matter of principle.

The batter did not step outside of the batter's box. Technically, the batter should not have been granted time.

I don't think it touches anyone.
And the pitcher didnt "just start his windup" when time was called. His front knee was lifted all the way up. Pitcher did exactly what he should have done. You don't want to hit the batter. He can ask for time any time he wants. The ump doesn't have to grant it. Whiz it right between them. Perfect placement.
