No, the hit occurred after Seattle had possession of the ball. Just like the hit on Foles occurred after the change in possession, Redskins kept the ball. Seattle would have had the ball even if a flag would have been thrown.

Once the ball is intercepted, Welker technically becomes a tackler, not a WR, right? At that point, the "defenseless receiver" protection is moot, is it not?
Or have they girlied up the sport so much that they have to give him room to go make the tackle?

While im not sure if the ball would go back to the offense, im positive he is protected until he finishes his route . Maybe it would be called unnecessary roughness and not a hit on a defenseless receiver but he is still given protection

No, it doesn't alter possession. If you are wondering why the Eagles got the ball back after Foles was hit late, they reviewed the play and ruled it an incompletion.
